Connect:
collaboratively develop and implement a communications plan and infrastructure that connects the existing community of youth service providers, funders and other key stakeholders in both public and private sectors

Measure:
develop shared measurements that serve as feedback loops to inform the network of its effectiveness

Develop:
indirectly provide technical assistance and training to new and existing providers on key topics and issues that directly impact the quality of services delivered
